Can Scouts walk Endurance40 without a shadow?

Yes.   It is the decision of the relevant Scout Leader whether a scout team should be allowed to walk alone or needs a leader to shadow them.  

Note that there is a separate award for scouts who complete the course without a leader shadowing them.
